Prime Time Filters

Based on a recent reddit thread. The ability to filter out alert stats based on time periods. For example if i only wanted to view prime time alerts then i would filter out all alerts that didn't occur between, say 5 and 9pm GMT.

This was a previous feature, which was unfortunately not compatible with the new setup. I shall endeavour to bring it back, along with better server filtering.
