Server specific bookmarks

Support the bookmarking/linking of server specific pages

- http://ps2alerts.com/allalerts#Miller should automatically select the Miller tab when opening the page (always displays Briggs currently)

- http://ps2alerts.com/Alert/Miller could redirect to the most recent/currently ongoing alert on Miller

This would only save a few clicks each time, but looking up the latest alert for one's server is probably one of the most common activities.
